Sadly, because the people living in the area don't get to decide whether or not Hamas get to hang in their neighbourhood to fire rockets. It's much the same as local people in rural Columbia being abused by FARC or other such groups, or the way the IRA abused people in Ireland. The locals get shit on from both sides. If Ahmed says no to Hamas about them using his house...what do you think will happen?
