You'd think...but I'm guessing that cops everywhere are, in general, more judgemental/"fear feeling" personality types, which is one of the reasons they are attracted to that job...aka to protect all the nice people from the scary baddies. Racist thoughts would be one of the things that would play a part in a person's fears.

They likely have larger than normal amygdalas in their brains, which is the organ that controls the human fear response and leads to the healthy fight or flight response. It also leads to the unhealthy feeling of unreasonably judging our fellow humans as to their "safety" level, and this likely plays a part in many negative human thoughts.

Black are more likely to sell on the street corners than whites. Much easier to get caught like that. Whites tend to deal with friends or acquaintances as a general rule. Why blacks deal on the streets I can't say and I only speak for my area.

guys, it's all about the NYS public display statutes. small amounts of weed in your pocket is not an offense, but once in open display to the public it is an arrestable offense.

So! NYC cops stop young black men on the streets and then request that they empty their pockets which IS a lawful order they must obey, once a bag of weed is removed from their pocket the cop is allowed to claim 'public display' and arrest the youth.

Very unfair & recently failed to be struck down.

Not only does it suck, makes for a very easy bust doesn't it. That away it appears cops are doing something useful as opposed to just shaking down every other black male. Why don't they go and pop every black male and female who uses a credit card to make a purchase? Oh right that would require some effort, my bad.
