how do I keep seedlings short

Keep the light close if using fluros about 4", about 18" for a 600, and 24" for a 1000. Keep an eye on them for signs of stress.

I wasn't really thinking when I posted the above comment, I assumed you was talking about established seedlings. You should keep the hids much higher if they are fresh seedlings.
