Question about mature vs immature plant law

In states where it is a misdemeanor to cultivate X plants or less does the law mean X or less mature ( or flowering) plants or plants in general? Thanks for any help.

I don't think any State has that-- It is a Felony for any amount, then in Court you might get a deal to drop it to a Misdemeanor--
Like here in Cali, if you have your Rec, it is legal to grow-- If you don't...it is a Felony for even 1 plant-- Even tho they will drop it in Court--
(Colorado and Washington may of course be exceptions--)
