Normally water has a neutral ph(which it isn't many times in reality). The nutrients usually bring the ph down I think(not sure! so verify this if you want to be sure).
As far as i know it's only done with hydroponics because in soil the soil buffers the ph.

after because many nutes are acid and try to bring the pH down. The water here is bad and sometimes acid and sometimes basic. I had a nute lock in my soilless mix and the runoff water was 7.9 and the plants looked awful for a while.

IMO it does not matter as long as you mixed AFTER you put it in the res (in case of hydro).
Also make the masurements 10 minutes before you make the mix, since PH will change (some times a LOT) in 10 minutes.

A new trick I have learned a long the way. Is I don't have to use ph chemicals. I just use different products like liquid iron to sweetened the nute solution or Apple juice to make it more acidic. Molasses will sweeten it as well. And it cheaper an safer to use. The plants love it. Win win.

You should ALWAYS do your PH adjustments last. Nutrient will change the PH of RO /distilled water but when using tap water it normally contains a buffer so when adding elements the PH is buffered back up to where your tap water begun. That is a very simple explanation.

The thing is most are not just adding elements and additives are notorious for increasing / decreasing the PH. One additive most have witnessed changing the PH is silicate. If you adjusted your PH before adding silicate your PH would be out after adding to the solution.

It's not always the case and sometimes it doesn't make a difference but it's good practice to guarantee your spot on every time even when trying something new.

Your PH is probably fluctuating because of the temperature of your water always bring water up to temp before using as if your using a cheaper (non temp compensating) PH meter it will fluctuate.
