Many Federal LEO's are also "sworn officers" of local or state agency. That gives them the ability to enforce local laws. For example: our local Forestry agents are Federal agents but as they are also sworn officers of our county sheriffs office they can enforce local & state laws.

Perhaps that is how they managed. Or maybe they simply ignored the law as (they think) they are above the law.
