Never heard of it. I use all Lumatek Ballasts and have been using this brand for may years with no failure rates. I've seen many cheap ballasts come and go with massive failure rates. You get what you pay for.
 
I was wondering about the lumatek ballast but everyone says to go with magnetic because they last maybe 3-5 years at the most and with magnetic you can repair them yourself. I have been asking around to see what I should get as this will be my first time doing indoor at the end of the year.

Both magnetic and digital ballasts have pros and cons.
Magnetic ballasts have very low RF interference. They run hot and can be a bit noisy.

Digital ballasts run cooler, have higher light output, are programmable starting and timing, but are expensive, and can't be repaired as easily. The warrenties on good digitals are for complete replacement for 3 years, and prorated for an additional 2 years.

If you don't mind the noise and can mount a hot ballast outside the good room, the magnetic ballasts are fine.

But first, look at this ballast review...they don't include all the top ballasts, but the review has some good information.
