Harper Government Announces New Medical Marihuana Regulations

OTTAWA - Today, the Honourable Leona Aglukkaq, Minister of Health, announced new regulations that will change the way Canadians access marihuana for medical purposes. The new Marihuana for Medical Purposes Regulations (MMPR) will be published in the Canada Gazette, Part II, on June 19, 2013.

"While the courts have said that there must be reasonable access to a legal source of marihuana for medical purposes, we believe that this must be done in a controlled fashion in order to protect public safety," said Minister Aglukkaq. "These changes will strengthen the safety of Canadian communities, while making sure patients can access what they need to treat serious illnesses."

Since its introduction in 2001, Health Canada's Marihuana Medical Access Program (MMAP) has grown exponentially, from under 500 authorized persons to over 30,000 today. This rapid increase has had unintended consequences for public health, safety and security as a result of allowing individuals to produce marihuana in their homes. Under the new regulations, production will no longer take place in homes and municipal zoning laws will need to be respected, which will further enhance public safety.

The new Marihuana for Medical Purposes Regulations aim to treat marihuana as much as possible like other narcotics used for medical purposes. The regulations will provide access to quality-controlled marihuana for medical purposes, produced under secure and sanitary conditions, to those Canadians who need it.

The regulations will also streamline the process for applicants and health care practitioners. Under the new regime, individuals will not be required to provide personal medical information to Health Canada. Health care practitioners will be able to sign a medical document enabling patients to purchase the appropriate amount related to their conditions directly from a Licensed Producer approved by Health Canada.

In order to facilitate the transition from the current program to the new regime, both will operate concurrently until March 31, 2014. Effective April 1, 2014, Health Canada will no longer produce and distribute marihuana for medical purposes. The current Marihuana Medical Access Regulations (MMAR) will be repealed on March 31, 2014, when the new regime is fully implemented. Additional information on key dates will be provided to program participants and other stakeholders throughout the transition period.

I just requested a copy of the proposed regulations before they're released. Ugh.

yep saw it a while back, they've been quite public with it.

people have been doing everything they can, either to be licensed caregivers/providers or just get their license before any shenanigans happen

i personally can't help but blame the guys who basically saw their license as a certificate to print $$$$

Health Canada purposely left the program open for abuse. If a biker or ethnic gang member gets their grandma to get a license for 200 plants, you'd think that'd be suspicious and that it'd be dealt with on a per-case basis. But it's not. Instead, they completely revamp the program and point out all of the problems that could have easily been dealt with.

I'm sorry, but Health Canada is fully cognizant about the problems. And their "solution" is pitiful at best. Every move they've made is just stomach churning.

anyone who is surprised by today's announcement is a real dreamer....lol this has been talked about for the past year..lol someone once told me in some country(not sure where)
The gov't issues legal licenses to grow marijuana but you can't work...You must be off sick,,
They figure if you can work then you shouldnt be at home medicating..

I was reading through the MMPR the other day and it states quite clearly that although Health Canada can issue licenses that are dated past March 31st, 2014, they can cancel them at any time.

9 months for most to play, tick tock.
 
Well price of weed is about to go up. Will be plenty of hurting ballers stuck with almost new used equipment which the hydro stores wont buy back as the market will be in limbo for them in the transition from licenses to what it was before.

Meh, keep it small and hope for the best while preparing for the worst.

If put in a courtroom over 1 or 2 plants, then have a mountain of truths ready to go for an expensive jury trial... if only 1 juror agrees w/ your case - aquitted!

Never lay down and plead guilty if truth is on your side...and if yer really legit and don't abuse the system, make em pay for trying to destroy your life over nothing! :rasta:

man, this pisses me off...1 tent, 1 bulb, 1 container. Here I am...

im thinking 3 400's...3 plants..never run out, even if you screw up one cycle (murphy striking)..

My issue is I need 2 strains....1 great for pain but bad for work....other ok for pain but I can still function..

They increased the limit on the quantity allowed in a single container to 30g from 15g.

The regulations seem fairly relaxed IMO. To me it seems that a lot of people will be able to qualify, which is awesome. Hopefully the medical practitioners get on board and start signing people left and right.
