WASHINGTON -- Legalizing marijuana in even a single state could drive down prices dramatically across the country, encouraging more people to smoke the drug, a panel of experts said at a briefing Tuesday.
Last week, Oregon became the third state that will vote this November on a ballot measure to legalize marijuana, joining Colorado and Washington.
“Legalization is unprecedented – not even the Netherlands has done it – it is entirely possible it will happen this year,” said Jonathan Caulkins, co-author of "Marijuana Legalization: What Everyone Needs to Know."
“The effects will be enormous,” said Caulkins, a professor at Carnegie Mellon, during an event at the American Enterprise Institute.
The Obama administration opposes legalizing marijuana and has taken action to shut down some medical marijuana dispensaries in California and Colorado.
Caulkins said one of the main reasons for outlawing the drug is to make it riskier to produce and sell, driving up prices and curbing use. A price collapse following legalization in some states could undermine marijuana laws nationally, the experts warned.
Caulkins said Colorado’s proposition would allow residents to obtain a grower’s license fairly easily, making the state a good home for exporters of marijuana.
“They would be able to provide marijuana to New York state markets at one quarter of the current price,” he said, predicting similar price declines in other states.
Mark Kleiman, a professor of public policy at UCLA, said his advice to federal officials would be “to sit down with the governor of the state and say, 'Look, we can make your life completely miserable -- and we will - unless you figure out a way to avoid the exports.”
One option would be to impose strict limits on how much of the drug retailers could sell to each customer.
Washington’s proposal would present authorities with a different problem. The state is proposing to create a strong system of regulations with the aim of propping up prices. Caulkins said the federal government could strike down the regulations but would leave a free-for-all behind.
“The federal government will face some really difficult choices where actions are like double-edged swords,” Caulkins said.

So I am assuming the warning is for non med / legal states and the warning is "Hey dipshits you better get on this damn bus or it will run you over."

And?

Supply and demand is the arbiter of price, as it should be. My only concern is the monopolization of the crop by large scale production companies (like tobacco) who will fuck with the plant using some type of crazy gene manipulation or additives (like tobacco). The last thing I want to see is Phil Morris and gang fucking up the cannabis stock for the citizen grower.

More citizens freely consuming cannabis as the social drug of choice would be a GOOD thing IMO, especially if it decreases alcohol consumption. Less violence, no overdose deaths, no vomiting in the streets.

The sooner our citizens can put down the Bud......

this doesnt sound right,most buisness just pass taxes onto the consumer,this is standard. but they made the assumption that ,that wont happen and they need to fix the price so states wont compete? theres already laws reguarding congresses ability to tax and regulate interstate commerce.
however switching oil for a renewable resource like herb,could be a free for all in deficit spending.
petrodollar for hemp dollar(hemp fule), unfortunatley a increase in the total supply of currencey effect the real prices and everyone who has fixed wages and income will be in trouble but thats everyone.
how do you keep other countries from using a widley grown plant my guess is the UN enviormental treaties it ratifies in each country by force or bribery usually.
the evil of all this is the exploitation of a good plant and people,as long as we are dependant on it and they use it to back dollars theres nothing to do,that i can think, of except leaglization now has a time limit before the corpratists have control.

Same here, I mean mmj supporters look quite foolish when doing the chinese fire drill to legalize, playing in the rich mans game-politricks, and even have the basic understanding that it is a plant made by God, it heals, its good, oh and the Fed dont have juristiction over state affairs, less you give it, and that goes for plea bargins too.

Its just sad, to see the hook line sinker tactics, and fish bitting, wouldnt decriminalizing it be first since everyone wants this? Trying to do anything without doing this first is backwards. And regardless with what ever happens I will still grow, and still say fuck em, I dont go kill no one, I dont even sale, Hell most time in a 55mpg zone I do 60, I mean really, can we get some organization, just on little shit. Show me a bill that has nothing to do with someone making money, but treat the plant with the respect it deserves. We are true government, the ppl, the fact we cry over the pigs on top is sad, pick yourself up, quit cryin, now think, and react.! Sorry for the rant!

Now its obvious. This is the article that basically explains what happened in Cali with prop 9 (or was it 19) anyway. It didnt pass because of this issue. Marijuana is in the perfect zone right now. Illegal enough to still be highly profitable and legal enough to be distributed at those prices.

Its almost like a perfect balance of it being illegal and legal. You cant have the high prices of today without weed being somewhat illegal. Lets not forget that if marijuana were to become legal in a state then the growth of the plant will be truly unstoppable. Imagine if a certain state were to pass weed as legal then thousands of people will grow weed in their back yard and eventually marijuana will become land race in that state growing everywhere. Freeways, sidewalks, etc.

It wont be legal anytime soon. Too much money to still be made. Now money can be made from the plant and some prisoners can be caught for the plant. The best of both worlds for the money hungry feds.

Plant count bothers me because it restricts exploration of the genetics, seeing all the phenos and really working the lines out. (only complication is all the damn accidental pollination when so many people close together try this large scale, total orgy)
My closest thing to having any reservations is we obviously want the little guys doing the GOOD genetic work, not mega corporate philip morris or mnsnto ruining the genetics. ( You know they're poised to, that's the scary "downside" of legalization..speaking of mass "accidental" commercial pollination of your heirloom fems... just imagine the type of genes that could be unleashed to pollinate your crops). Breeding could have to go indoors w/ most advanced filtration of intakes (like breeding in a C.B.R.N proof bunker). just worst case scenario ;) C. b. r.n proof structure seems way of the future (if your rich enough, soon enough... =/ ) scary, gives me chills

I think it would keep fucking up breeding for the worse. Just look at the way breeding has gone in the last few years. Now anyone with a med card is a "breeder".

1. pollen chuck the shit out of OG and anything else you can find,
2. don't test them,
3. sell the first batch for $100 for a ten pack
4. and viola, you're now a breeder.

These experts are just being silly, a prohibitive price might curb use ever so slightly but the states in question (can't speak for CO, but I assume...) the market is absolutely flooded... with reasonably high quality gear... Prices are very very low, even in semi-rural areas... For every grow they bust about 60 new ones start up (pulling that number out of my ass but you get the idea) With more and more folks losing their jobs, growing is an easy way to pay the bills... And the information to make a successful harvest of grade AAA herb is readily available on site like this one...
