No. It's not too late to put plants out. It does depend on your last frost date, latitude, and what genetics you are running though.
If you're within the lower 48 states and not growing in a high elevation environment, odds are good you can finish.
If you're vegging inside, you could either start at 12/12 or just some standard veg time like 18/6, 20/4, or 24/0/
If you already have mother plants, it would be easier, but I'm guessing you're starting from seed. That's ok.
Even if you start them indoors with a standard type veg time (mentioned above) they should pretty much get shocked into flower when you put them out as long as they have 3-5 weeks (on average) to get mature enough to flower.
Some people prefer putting plants out later anyways and do what are called "minis" (you can search it in Julian's "Massive Outdoor Grow" thread where he talks about this subject a lot).
Anyway, smaller plants, less yield than if started earlier, but still possible to pull a few Ozs off some stuff.

What about if I can't veg them indoor ? I already got the seeds and can't throw them... They are currently 2 days old, ~3 inches tall, they're outside in pots, just growing they're first set of leaves. I'm at 47N, day length is 16 hours. Could they yield an ounce each in very good conditions ?

Im at 45N, I usually use 3rd week of Aug as my rule of thumb, but some preflower, earlier and some later.
Yields might be bigger than you expect, the sooner you get them in the ground the better and they could double or triple in size, in flower too. That is as long as your soil, water, nutrients are all done up right.
I have a 2nd run from seed, with some still only 4-5" tall in pots, but getting ready to go out, I have no worries, they will almost catch up to what I put out in late April and May.
not an attempt to hi-jack your thread, but i was about to ask a somewhat similar question; i have little 1 footers i was going to light depo but now am thinking about just throwing them in 45 gal smart pots for the rest of the season. my question is; would 45 gals be excessive? these are roadkill skunks that finish by oct 1st.
