Help with transcription

I need just a little help from native English speakers with the transcription of Medical Cannabis and Its Impact on Human Health documentary. I transcribed all of it, but there were parts I couldn't make out. Can you please watch the video for a few seconds and write down the missing words (marked with red ????)?

It was only in 1937 when Congress enacted the Marijuana Tax Act that imposed ???? an ounce for the use of medical marijuana.

2) 21:42
The ???? ???? were not that wide, around ???? ????, so there was no evidence.

Thanks a lot! I will use this transcription to make Slovene subtitles, because I think this documentary is very important, especially for my country where marijuana is often seen as a very dangerous and useless drug.

the second says
"the confidence intervals were not that wide around the point estimate" He is talking about the statistics

On another canna site, there is a thread from a man who is colorblind, and needed help deciphering the colors in a pattern on a swatch of cloth..
I think the thread was up just a few minutes, and he got all the help he needed right away..
I thought it was great..

From what I've seen so far, stoners have a bit more positive way of looking at life, and are more relaxed and easy going that the average stressed-out modern men. Of course there will always be exceptions, but I must say I like you guys here at ICMag a lot.

Not being a picky douche here, but since this is for transcribing into a different language....I think the above highlighted "and" should be just "an." As in, "a dollar an ounce," or "a dollar per ounce."

Although I didn't actually go to the vid to confirm this, it seems to read more accurately with "an."
