Name that insect

Noticed these kinds of insects on my plants, there were different colors of them.

What are they and are they harmful?

its not very clear but its not looking like a cannabis pest to me
do you have alot of marks and or damage on ya leaves?

are they fluo blue with red on them? i believe they are a type of leaf hopper. they dont seem to do any damage to the plants. have only ever seen them on my outdoor plants! no worries!

*Good eye glasseye. Looks like a red banded leafhopper. I always see a few of these.

The second pic looks more like a mayfly or lacewing.
The first def looks like a hopper.
