Instead of going for the "operation", you could get the top tied down to a stick on the ground. Watch the angle so that it doesn't performs such an "operation" further down the stalk.
You can bend it (pull the cord down) a bit more each day, and preferably do this when the plants are thirsty (and thus more flexible).
If the wind is too hard, you can reenforce the stalk you're bending, about mid way, so that it provides support but also helps to bend.
Now, let's see her grow 2 mtrs horizontaly!
