Unidentified Bug

Hi,
Some leafes of some plants at one outdoor spot have damage in there structure and they show signs of missing clorophyll on many spots. Unfortunately I don't have a good picture of the damaged leafes. Most probably it's no nutrient problem because the plants are in deep holes filled with quality soil and plants at other spots look fine.
I found a several bugs on every plant which i wasn't able to identify. I took one home and took some pictures. Can anyone help me identify the bug and probably even tell me about previous experiences you had with it?

Thanks for the info! Can you tell me about a good way to fight them?

EDIT: No there is nothing like that on my plants, just the bugs sitting on stems and leafes but sometimes the bugs release a tiny drop of a fluid.

Okay I found a picture on the german wikipedia page of spittlebugs which fits the one on my plants.

Cercopis Vulnerata is its biological name.
Should I try to fight them with neem oil or is soap water probably enough?

You're welcome.

I always sprayed pyrethrins in my vegetable garden when bothered by these buggers. I'd use this on my cannabis too, this time of year.
