I think they're thrips. Are thrips light/white when younger, then darker when mature? Cuz that's what what I've got looks like. The bigger, darker ones are moving around a lot more quickly than the little lighter ones.
Yep, thrips for sure. I would spray neem, then spinosad in a couple days and again in a few days after that. Then, in about a week, clean the whole garden top to bottom and spray again.
You can probably beat them though, thrips are wimpy as far as plant pests go. You just have to repeat treatment a couple times after they seem gone. I would spray the spinosad monthly for a couple months to be safe. If you really want to murder their little asses switch between spinosad and azamax weekly.
