After almost 40 years in this game I can tell you whether they can count cuts and stumps...
The answer is they can do whatever the hell they feel like. If they don't find enough plants some will magically sprout overnight, a few big bags of dried bud will show up you never even knew you had, etc.
There ain't no "fair" and the law isn't going to help you if you get busted. If you really want to grow either realize and accept the stakes or move somewhere better. I've got 18 plants under 4 kw that I can give cops tours of to show how it's done, not every place sucks as much as Florida in terms of laws.
I remember sitting on a beach in Florida watching a local cop and a "dealer" ripping off tourists. The "dealer" would approach a tourist, offer them weed and as soon as he had their money in his hand the cop would jump out of the bushes and the tourist would run off. Five minutes later, same thing all over again. They were pulling down some serious bucks over the course of a day.
