So i was taking a walk through the ghetto low and behold behind a utility company there is the perfect box right by the dumpster (well kind of). Maybe a sign and a blessing from the cannabis gods. it even had holes that matched the ballast brackets. now the ghetto is .0005% safer

How do you discharge the cap?

quick and easy,take a plastic handled screwdriver and touch its steel shaft from the center post of the mogul to the steel inner threaded part of the mogul and that's it (unplug fixture first of course)

FWIW most caps have a bleed down resistor that discharges them if the ballast hasn't been plugged in recently but it never hurts to be safe
