Is the depths of winter the best time to start a grow?

It's kind of uplifting with feet of snow and minus 25 celsius outside in my neck of the woods.

Ya know when I crack seeds for outdoor grows at the end of winter /real early in spring and have to bring the seedling inside for supplementary lighting I usually get a very high rate of females ..don't know why but i have observed this time and again

its like 75 and sunny . but anytime is a good time to start
