Sick and Stunted Nebula, HELP!!!

So somebody is having trouble with some Nebula youngins and they cant really figure out what exactly the issue is and Im hoping some of you guys might be able to shed some light on the situation.

The small ones in the pics are actually about 6 weeks old if you can believe that. When just a week old they were left in a 35-40 degree room overnight a just a cfl about 5 feet away, they did have a heat mat under them but no dome. So this stunted them pretty badly, but it seems like they should have pulled out of it now.

The larger ones are about 5 weeks old. Supposedly the PH is correct and they have only been fed a couple times since birth, very lightly I think. They are in fox farm OF/Happy Frog/Perlite mix. I know OF can be hot for young plants but Ive never had a real problem and cut with HF and Perlite it shouldnt burn them like they appear to be. Nutes being used are Floranova grow, Fox Farm Kangaroots, Micro brew, Superthrive, and Mollases right now, but again he says they've only been fed once, and I dont think the EC was over 1.2 or so, but not sure.

Currently I think they are under a 600 watt MH, but it could be a 1000. Temps are 70-80, but sometimes go down to 65 at night. 18/6.

Anyway any advice would be great.

PH is way off (deformed leafs) and you are over watering for their current condition!

Yep, those cups aren't even full with dirt .

Look hungry, yet overwatered, and oversized for the cups to me. The cold temps could have easily shocked the plant/roots. I've had it happen to me while rooting cuttings when I had no space on my shelf, my cuttings had to go on the colder floor down low.. lost a lot of time on that.

I'd x-plant them into either .5 or 1 gals as soon as possible, and use a light mix, for small stressed babies like that I prefer to use something like FF Light Warrior 50/50 with my main soil (50/50 light warrior/OF in your case I suppose). Make sure not to flood them either haha.

Can it be PH as already suggested? Do you/your buddy have a way to check?

You guys said exactly what I said, over watering. He swore he want doing that, but thats not what the plants are saying. Also just found out the PH is at 7.2, so there you go.

Do you think the little ones will bounce back anytime soon? Its been over a month and they are still stunted.

I would just start new seeds. The time it would take for those to recover would probably be longer than a seedling to get that big and would you really want to stick with those stunted/stressed plants anyways?
