for a sealed 10x9 room, is 4 1k HPS's vertical overkill?

not if you get creative with the light/plant positioning and a strong enough A/C.
you can stack them and grow real monster trees or have the lights hit both sides of the plants or have 2 lights horizontal and 2 vertical or mix the bulb colors etc....

ive got a similar sized flower area with 3200w that i'm getting ready to set up, im going bare bulb

i'm pretty sure you will be fine as long as you have an a/c that will handle the heat, im curious as to how you are gonna set up your bulbs

i was thinking about a diamond shape with my 4 bulbs and kinda make a four leaf clover shape with the plants around the bulbs but not really sure how i want to do it yet

Sorry I left out some important details. It is going to be a northern farmer style stadium. The width of the room is actually 12', do you think only using 9' would be more efficient? Ceiling is about 8'. Will have an AC, and co2. Probably will just run tanks, not sure if getting a water cooled burner would be worth it for this size room.
Starting out with 2gal bags of soil, but want to eventually run coco smart pots with blumats. Thinking 3 gallon.
