I scarify the edges, and even go so far as to carefully crack open the shell with tweezers.
Then place either directly into the medium, or into a folded wet paper towel.
Under optimal conditions and with fresh seeds, usually you'll have tap roots showing in 18 hours, and the first sets of healthy leaves within 24-36 hours.
The faster you can germinate, the fewer problems (mold, rot etc) they'll risk running into while they're vulnerable and small.

Blimpie, I used peat pellets before, but they never dissloved into the soil like outdoors does. I have since started them in my regular soil for final grow and had good luck.. The paper towel method works well for many.
I have used the paper towel method before, but as of now I just soak a rockwool starter cube, squeeze to drain the extra water, plop the seed in and cover with a pinch of vermiculate and keep relatively warm.
I have never been very successful with peat pellets. In fact I would say my experience with them was traumatic.
