hi guys, how long should i leave about 1 and a half oz of good bud in ethanol for, before straining it and evaporating some off to make a tincture (base)?

Not long, the thc and cannabinoids dissolve very fast in alcohol almost on contact. I would say no more than a few minutes for the first batch or else you will get more chlorophyll in it and plant waxes and such. You can do a second batch and soak longer to get all of the remaining actives out of it but it won't be as tasty as the first run thats for sure.
I do a quick rinse and shake in everclear for about a minute or so and get killer full melt hard caramel like oil from it that is very potent and clean after the alcohol is all cooked off in a double boiler on low/med heat.

plant waxes and clorophyl are not a problem, taste isnt an issue although it is for oral, its also cold.
this is not an iso wash for smoking
this is ethanol, you can drink the tincture

Unless you have gotten access to 99-100% medical grade ethanol, it is likely that your alcohol has been rendered undrinkable and poisonous (at least here in the USA) by mixing in methanol (wood alcohol) -- that is called "denatured". Usually, the "Everclear" liquor with 5% water is adequate for your intended use.
However, tt is possible to make your own 99-100% ethanol. "Everclear" is 95% ethanol + 5% water. "Bacardi 151 Rum" is 75% ethanol + 25% water & essential oils. Add an excess of calcium carbide (CaC) slowly to the alcoholic spirits, while stirring or agitating it. Do this outside or in a well ventilated room away from any spark or open flame -- the gas given off is acetylene, highly flammable.
The excess calcium carbide, as well as calcium oxide has precipitated in the bottom of the container. The pure (almost pure) ethanol can be canted off, or else all passed through multiple layers of filter paper. The sediment (and filters) can be added to your compost heap.
I use a new, washed plastic oil funnel from any department store's automotive department, as well as natural (unbleached) #2 or #4 cone coffee filters from my local supermarket. The calcium carbide is generally available from sporting goods stores that carry spelunking gear, or else on-line. It's used for old fashioned miner's lamps -- also for "carbide cannons".

the cold sit methodology for making tincture is anywhere from a few weeks to a month or two. give it a taste now and then and see where you like it..
personally i dont usually use cold methodology for my tinctures, rather a gentle heat which speeds up the production times.
batches take a couple to 3 hours instead of that many weeks.. different taste though.
my method is to basically low boil in the alcohol (160-180) fahrenheit for no more than 2 hours.

ethanol, boils at 78 degrees C, if you heated it to 180F you would be more than that
I dunno about heating it, its 1 litre of 99% ethanol

No it takes way longer I made some last night and it took a few hours to evap off the everclear with a heavy duty glass bowl set inside a pot full of barely boiling water on low simmer. We got just about 5 grams of super high grade AAA blondish amber color hard candy looking putty that smells like heaven after the warm whipping and pain in the ass scraping was done.
what are you doing some quick wash? just a few seconds is enough to extract the thc. pour the alcohol on swish it around for like 30 seconds then pour it off.
