Lights are legal, just buy them locally or order online. Ebay has excellent prices on multiple full light setups. Locally, most store are selling for 1,000 watt setups for $400 each, ebay has full digital aircooled systems for $500 (when you buy 4). There are plenty of lights all over the internet. If you really feel you are at risk ordering, order to a friend or families house, give them money to put it on their cards, or just buy pre-paid credit cards from walgreens, walmart, or most grocery stores sell them.
You can try an electrical supplier in your area, some do walk in retail sales but you gonna pay full MSRP and you don't wanna know how much a 1000W ballast/bulb cost at full MSRP.
They have VERY nicely priced bundles. And all their systems are setup with ELECTRONIC ballasts which run completely cold, and are more efficient on energy than magnetic ballasts.
I picked up a 600w Cool Tube setup including ballast, tube, cords, socket, and dual arc light bulb for $230 (shipping included).
The ballast has a 5 year warranty, and the bulb has a 3 year warranty. You can't beat that!
Thanks for the tips guys! I just checked the shipping prices for a few lights and WOW, is it expensive! Its like a third of the cost of the refelctors and ballasts themselves!
