Can someone tell me the ppm's ratio for a 2-2-3 NPK?

is it 53-23-66

roughly correct, depending on weight/vol, application rate.

Everything ive seen fatman recommend is a 3-1-4 or a 2.5-1-4 (coco)?

Yes, I have read that he avocates that, he give me the impression that he preferred CNS17 for coco tho.
