I'm going to throw something out there and say that without downsides to prohibition there would be fewer and less visible incentive to legalize. I guess it's kind of a double-edged sword so to speak.

The growers are ultimately responsible for this ecologically reckless practice, but the government can share blame for creating a legal climate in which it is common practice.
