28 plants in 1,68m2 with a 400W, crazy?

A friend has placed 28 plants in 6,5L pots in a 1,20m x 1,40m space with a 400W HPS. 22 autoflowering plants and 6 "standard".

He wants to bring the 22 AF to harvest in 2months and then take the 6 remaining into flowering. The plants are: lowryder 2, easyryder, speeddevil, white dwarf, green-o-matic and super lemon haze.

He has the option to use 2x250W CFL or 400W MH/HPS AGRO (he also have a 90W led). He asked me if it does make sense to start with the 400W...
 
but with that number of plants in that room? Aren't they too many?
They are mostly AF strains so you can't do topping and scrogging..

Also he questioned if two 250W CFL would be better than a 400W HPS keeping in mind his spae dimensions...

Anyways the problem solved out because the only way to have maximum yield AF during flowering , while other plants are in vegetative state, is to use a AGRO light so he will have to choose the agro 400W anyways.

Well having a lot of AF plants in a small space is a good idea. Those SLH in the same space might be a challenge, depends when he starts them. Challenges can be fun though so don't get me wrong.

I'd use a 250W CFL, maybe even the LED, for the first week or two just to save electricity if he one available but there's no real "need". But for the rest of the grow; one 400W HPS is a better choice than two 250W CFL's, agro or not.

beside the fact that the germinated all 28seeds on the same crazy day, I think it's possible to do (even if challenging) but personally I would prefer less plants but with a bigger yield.

Also if the didn't plant all seeds on the same day, it could be managed more easily.

He has two 250W CFL, you think that only one will suffice 28 plants? I had problems having 4x30W CFL on a single plant cause she wanted more light
