It looks just like my plant which had a virus. Search virus and you will see a lot of pictures. First of all viruses can pass from mother plant to seed, also the male pollen can infect the seeds.

My plant would somewhat get better when flowering, that is what everyone says about virus infected plants. I got the plant back in 84 and for the first 6 to 8 years or so it was perfect. A friend also had the same cutting. Then the symptoms showed up and never left except it would get much better when it flowered. I just got rid of the plant a few weeks ago.

The plant looks just like the plant I had, the virus also spread to plants I grew from seed.

Do a test - top a healthy plant and rub some of the infected plant into the wound where it was just topped. If it becomes infected then it a virus...

Here's some info -

Viruses rarely kill Cannabis. They only exist and replicate in living plants. Viruses can, however, seriously reduce yields. Once acquired, they are nearly impossible to eradicate. Viruses invade all parts of plants. Pollen and seed infections transmit viruses to subsequent generations.
Five viral syndromes are described in the literature. In addition to these naturally-occurring infections, Hartowicz et al. (1971) screened 22 common plant viruses for their ability to infect wild hemp. Over half the viruses could infect Cannabis.
