Prop 215/420... what about transportation?

Hey there, if this has been asked before I apologize but I can't really find concrete info on it... so when it comes to prop 215 cardholders, I know you can have 8 oz and 6 mature or 12 immature plants, but does this only apply to your residence? Or does it apply to transportation too? So, say I am pulled over, and I have 8 oz in my car, is that still legal?

Also people say different things about when that plants are considered mature once they are rooted, another told me that it is when the leaves aren't across from each other on the stem, and others say it is when the plant is budding... which is it?

As far as I understand it, 8oz is 8oz, movement doesn't matter. Of course, I wouldn't travel with any more than I needed which typically is about 1/4oz.

Mature = buds forming.
