was wondering what would be the correct size for intake vents and outake for 4000w room, also what size carbon filter and vent fan to use. opionions are much appreciated. thanks.

IMO, I would go with at least 8 inch on either side. Larger on the out-take if possible.
Too strong? Get a speed controller...
Trust me and do yourself a favor... Do a "dry" run with no live plants in the room and see how hot/cold it goes. Take care of your ventilation and/or HVAC before you actually grow anything.
As far as carbon filer size... that depends on the size of the room and how stinky your plants are. I believe that bigger is better when it comes to safety.

Take a look at the ventilation 101 thread it will give you all the information you need. Concerning CFM's for ambient rise in temp, intake size needed per CFM and setting up a properly ventilated grow op.
