Definitely some cheesy effects, and the guy glosses over a lot of what he mentions, but it's not unfounded.

My own sidenotes-
1. There is more than one HAARP location - The one everyone knows about in alaska isn't the only one.
2. Why would the major militaries be 'studying the aurora borealis' for almost two decades? How much else do they study for almost twenty years that doesn't have military applications?
