New Budget increasing drug war funding

The Obama drug budget largely maintains the roughly two-to-one imbalance between spending on treatment and prevention and spending on law enforcement. Drug Czar Gil Kerlikowske called the imbalanced budget "balanced."

Highlights and lowlights:

* Funding for the Substance Abuse and Mental Health Services Administration prevention programs (SAMHSA) is set at $254.2 million, up $29.6 million from this year, while funding for SAMHSA treatment programs is set at $635.4 million, up $101.2 million from this year.
* Funding for ONDCP's Drug Free Communities program is set at $85.5 million, down $9.5 million from this year.
* Funding for the widely challenged National Youth Anti-Drug Media Campaign is set at $66.5 million, an increase of more than 50% over this year.
* The Arrestee Drug Abuse Monitoring II program (ADAM) is funded at $10 million. It got no money this year.
* Funding for the Department of Health and Human Services Substance Abuse Prevention and Treatment program is set at $1.799 billion, the same as this year.
* Funding for the Second Chance Act for reintegrating people completing prison sentences is set at $50 million, a whopping 66% increase over this year.
* Funding for the Justice Department's Organized Crime Drug Enforcement Task Force is set at $579.3 million, up $50.8 million over this year.
* Funding for the High Intensity Drug Trafficking Areas (HIDTA) program is set at $210 million, down $29 million from this year.
* Funding for the Defense Department's counternarcotics efforts in Afghanistan is set at $501.5 billion, up about one-third over this year.
* Funding for State Department counternarcotics activities in West Africa is set at $13.2 million, up $10 million from this year.
* Funding for State Department counternarcotics activities in Colombia is set at $178.6 million, down $26.6 million from this year.
* Funding for the DEA is set at $2.131 billion, up 5.5% over this year. That pays for 8,399 employees, 4,146 of whom are DEA agents.

* Funding for the Office of Justice Programs' Byrne grant program, Southwest Border Prosecutor Initiative, Northern Border Prosecutor Initiative, and Prescription Drug Monitoring program has been eliminated.

"The new budget proposal demonstrates the Obama administrations' commitment to a balanced and comprehensive drug strategy," said Kerlikowske. "In a time of tight budgets and fiscal restraint, these new investments are targeted at reducing Americans' drug use and the substantial costs associated with the health and social consequences of drug abuse."

Drug reformers tended to disagree with Kerlikowske's take on the budget. "This is certainly not change we can believe in," said Bill Piper, national affairs director for the Drug Policy Alliance. "It's extremely similar to the Bush administration drug budgets, especially in terms of supply side versus demand side. In that respect, it's extremely disappointing. There's nothing innovative there."

This is the first time I have seen obama flat out lie. Either that or the DEA is 100% out of control and needs a leash. He clearly said funding would be cut to the areas where they actually increased. what the fuck is going on. it's just about time to bounce up out of this country.

Gotta be a typo. Millions not billions. Obama loves more government, this is more. All gov. jobs are increasing at a time of layoffs for private sector.

He hasn't spoke a word of truth yet. He tells the people government will be open & honest and then he sends congress behind closed doors so some key people can get their legal payoffs to shove a bad healthcare tax, I mean policy down our throats. Then he cuts into Superbowl pregame on 1 channel because most of the freakin world is watching, to suck our dicks and spew out the same bs that got him elected. Whata freakin joke of a man. I didn't vote for him, but did have hope once elected, no dice. You know the ol saying, fool me once, right. Please don't get sucked in again.

I'm not a Repub, but I honestly did have hope for him & us, the people. I honestly now feel he may be the worst president ever. He's commited acts of downright blatant treason and noone says word 1 about it. People try to impeach Clinton for a freakin BJ, yet Obama commits treason and noone has a problem. Am I on mars? Did I just enter the twilight zone, cuz sometimes it sure looks like it.

I had a thought the other day. What if Obamas inauguration mistake wasn't really a mistake.

Oh please. Even if it weren't a mistake, it wouldn't change anything. The inauguration would have been perfectly valid anyways, and it was only to quiet the incessant complaints from wingnuts that it was even addressed, which was obviously a wasted effort.

The funny thing is that we are going after stuff in grown in Afghanistan but we only go after stuff that is being grown but the bad guys. See the good guys in Afghanistan also grow drugs but see they works for us. So growing is bad but if you fight for the USA's interest and use part of that drug money to buy USA's gun and equipment then its ok. All this time I have been confused and thankfully its all cleared up now.

I wont comment on what I think of the entire documentary, But one thing is crystal clear. He said the same things over & over in every town on his campaign trail. The ones he yelled the loudest has turned out be a complete & total lies.

Don't get me wrong I'm not racist or biased to any party. Just calling as I see'em.

There is a reason Obama and the Clintons want this health care crap, & if you believe its because they actually care about poor folks then ya might want to think about trading your weed in for some ginkoba.

That's why America starts war everywhere. Whether it be a war on drugs, Iraq, Aghanistan, etc.. It allows the politicians to spend the shit out of our tax money on bullshit--to their chronies and connected companies. While Americans get all gun ho on patriotism from the bullshit news we are spoon fed. All the while our tax money is being robbed from us. Ever wonder why rich ass people want to become politicians for a measly salary when they are already rich as fuck. Now you know. Think of all the wars. Have we ever not been in some kind of war somewhere!!!
