First things first. Turn off the Caps Lock if you please.

I see no ventilation beyond open doors. 4 feet sounds a bit tall for T5's but, I don't know what your substrate situation is. You need to learn light proofing too.

Negative Pressure ... Ventilation 101

depends on whether you are growing sats or indicas. sats need a 5 gal pot, indicas need a 3 gal pot. sats will bloom anywhere from 1/3 to 1/2 taller than their veg state. so your box needs to accomodate this height. either T8 or T5 is ok. but you need to adjust the light upwards as your plants grow taller

you could put a 250 hps in the 4 foot room if you didnt use the hood... would need a lot of ventilation though.

Personally I would use CFL's instead of t8's though

Gonna have some trouble with those cans come repot time, guess you could cut 'em off. Also, you do have nice BIG holes on the bottom?

I am useing T12's in my cab but If I was to do it again I'd go with the t5's for the better light (5850k on the t12's vs vs 6400k with the t5. Not sure about the T8's tho, havent looked at them yet, lol) or just go with CFL's. I'm going to add some CFL's with my 2ft T12 for better veg lighting.

Its going to get hot in there. The lights will put off some heat and if you have a timer and other things they will put off heat aswell. Take a hole saw (Or unibit if thats a metal cab) and cut/drill air holes in the bottom and on the back side at the top. You can attach PC fans or some other small fans over the holes to help pull the air. Dont be shy, I skimped on my air flow and now I am suffering because of it, now I have to add more vents today. :(

Get a some plywood and cut it to fit inside the cab. That way you can light prof the front.

If that is going to be moved around at all i'd slap some wheels on it. ;)

and maybe some shelfs along the sides for cuttings.

Is this going to be a veg/flower cab or just one or the other?
