On a budget? Make your own.
I modded a Telaire 8001 to function exactly as a CAP PPM3. IN fact, CAP uses the TelAire platform, they just put a logo on it and charge hundreds more.

I bought my Telaire off of e-bay for 60 bucks shipped. I bought a display from a company called Crystal Fontz for 10 bucks shipped. They even soldered on the connector I needed for free. Not a big deal to do though. I put it together in an afternoon and it's been working great for 2 years. There are cheaper displays out there 2 - 3 bucks for a green background with black letters but I went big time and got the blue background with white letters. For 70 bucks you can have the same EXACT thing as a PPM3.
