Daylight desk light for veg?

Hi,
I've got a daylight desk light standing around that i once bought for better painting. It has a 18w flou bulb that according to the manufacturer gives off 925 lumen 5800K light (with nice peaks at the right blue, green and orange). Being inexperienced with fluos, i'd like to know if i could do a nice veg with it (given all other circumstances are good).

simple 4 foot, dual bulb, T-12 fluorescent shop lights (6500k) 40 watts: work well for the first 3 weeks; T-12's won't burn the leaves, so you can keep it within 2 inches.

Mine is a approx 9inch long 2in1 bulb, would more than one plant still get enough light out of it to get ready for flowering?

It may be suitable for clones but, using it to veg will give you spindly stretched out plants.

How would a 250w HPS do the job? Or do the same problems (now due to light temperature) occur as with the desk light?
 
250hps is fine for veg but be carefull not to hav the light to far away coz this will cause stretch aswell point a small fan at ur reflecter and u shud hav no heat issues. try to get the light 18inch from the top of ur plants. i aint no pro but i no becoz ive strertched my plants b4 with a 400w

There'll be plenty of fresh air.
So i can veg under the HPS if the plants get enough brightness to not stretch? Wouldn't lowering the light to the plants even more (always keeping in mind not to burn them, i know how hot those bulbs get) decrease the chance of stretching more?
@Smith:Is there a method behind the 18inches or is it experience?
