they've got a 400 watt hps kit for $60 plus $38 for shipping..is that as good of a price as i'm gonna get?

Hard to imagine quality equipment costing less.
While price does not always equate to quality, quality will almost always equate to price.
I would ask where are they made? If China, I would pass. Chinese manufacturers are notorious for cutting corners. Those UL stickers are easier to duplicate than US spy planes.

i called the guy back and he said they were made in china.
It's your money, but were it me, I would go to ebalay and do a search for industrial ballasts. Look for the brands Advance, Sola, Holophane, Universal, Howard and others. I got two 250 HPS ballasts there for less than $75 shipped. Most are assembled in Mexico or Canada with American made parts. Expect to pay from $50 to $75, with or without shipping. Even then, you can get 2 or 3 Atlas ballasts there for $98!

found one at htgsupply for $54 plus $16 shippin...will save enough to buy a bulb.
