no it's not straight up legalized at all...it's decriminalized like denver
boulder, once known to be liberal, is now known to have a pretty fucked up city hall and police department that turned into republitards over the recent years....
because of a few rowdy denver punks, the city of boulder made Halloween illegal and instructed the police to arrest anyone in costume on the Pearl Street Mall going on 20 years now...the slobs who made Halloween illegal are long gone...
finally, this year, people had enough and dared the city to arrest all 25,000 people...the cops were 10 per block with only one arrest.
a boulder city councilman was caught with 2 oz's and told the officer..."hey...I'm on city hall...can't we do something about this?" He got a police escort and his case dismissed with the preferential treatment.
