Wait until they have a good root system, usually 1-2 weeks of veg after they show roots and you can flip em to 12/12 if you want small (<2' tall) plants.

if you have ample ventilation get them under the 400,just whatch your temps, and dont put them too close as you would nuke them.
Some may disagree but as ive read on here many times the sun does a great job with seedlings and that is quite a bit more light than you would be giving them with the 400.
Also get a fan on them to strenghen there stalks, just geting them moving a little.

Piling soil up around the stems is not a good idea. Older plants tolerate it, but seedlings will be more prone to damping off. Cannabis needs oxygen at the roots, and too much soilmix above them blocks it from penetrating. I would get in there with a spoon and remove it.

Seedlings blow their nose at our puny HIDs. Seedlings are designed to sprout under the full strength of the sun. It's never to early to put them under the big lamp BUT because you fibbed to them (told them the sun was only 125 watts) you'll want to hang the 400 high the first few days. Personally, I'd make the move at "noon" in the 400 cab. The plant gets it's full day of light but only half of it under the big lamp hung high.

Planting stretched seedlings low will stall them as they sprout new roots at the surface. With cubes, I roll them up before planting in Hydroton and DWC. With soil, and the lack of highly oxygenated water, keep soil moist but not saturated.
