You should never put a fan on seedlings!!! IT WILL CRUSH THEM!!

:)

Now seriously,

You should never point fan on the seedlings!!! They dont like the draft!
You can point it somewhere else so they have some air circulation.

Wasting electricity? Not to sound like a dick here but, indoor growing takes quite a bit of juice to run, one fan isn't going to triple your bill.

I like to have as much wind on a plant as possible from the second it's out of the shell. Makes it strong and fight to live. If a seedling can't take a small fan it's garbage. Notice i said small fan! Don't put a 20" box fan on them set to high. Just enough to make them dance around.

I never use fans on my plants at any stage. It just forces them to transpire more which is stressful and cuts into total yield. The final product of a stressed plant is not as good as a carefully grown one. It's kind of like the difference between range reared beef and Kobe.

Plants don't need circulation fans unless the cab is dangerously over dense. If you want to toughen stems, slip them between the "V" of your fingers and wiggle back and forth.
