Hi, didn't know you were in Europe. So everything is 220v. Also I didn't know there were areas restricted by maximum electrical usage.
That actually helps me to understand why relays are so popular in Europe. At my place, I have 200amp service with no real restrictions.
The 6.2 amp rating on your 600watt light relate mostly to the maximum "surge" rating at start up with a safety margin built in.. Doing the math a 600 watt light divided by 230V ends up being well under 3 amps. That's what your light will pull once it's all warmed up.
So 4400kw per hour is like running 4+ 1K lights. You'll be using less...so it looks like your ok there. If I did the math correctly... lol
At the risk of excessively complicating things, you may wish to use some delayed relays to stagger your light starts to keep surge as low as possible. I know this is done, but never having done it...I'm not sure exactly how. Just a suggestion in case you trip your breaker.

The power company's hotline told me I could put 20A more and double the restricted power to 9200W per hour. For now I will keep it like that and see if everything run smoothly... That's so cool to have no restrictions of Amp there in the US.
I also red I could pick an offer which reduce the price of electricity between 11PM an 1PM. Instead if 0,17$ per watt/hour, I would pay 0,7$. The rest of the time, I would pay 0,19$. So I thought to run the lights at night.

Running the light at night is good for a couple of reasons. It's cooler at night, so it'll help keep temperature more stable. And if you can get cheaper power...hey go for it. Don't get tempted to go in the flower room during lights off though...it'll hermie your plants.
I looked at the relays in the link. The adjustable electronic ones look costly. Let me look around and I'll get back to you.

I've been checking out the options. Using relays involves some complex electrical construction. The light controls that already have relays delaying start are very costly.
This is what I'd suggest to you at this point. If your circuit breaker trips when your lights start...get another timer and start one light 5 minutes later. If that's still not enough (but it will be), you could have a separate timer for each light. That would be the cheapest and easiest way to lower your light starting surge.

The trick to searching here is to go with advanced search...

I'm assuming the basic idea is to build a box covering the entire window on the inside. Then you could attach a vent connection to the box, and have the window open a bit so there's free flow of air outside.

Just another thing I thought of is, maybe a way to adapt your vertical idea into your veg room, maybe using a free standing hanging basket holder or something?
a) Gives you a little extra space to creep into if you decide to take a few extra clones or something.
b) having vertical hanging lights in your veg room could help promote the lower growth of vegging plants which is always a plus.

Ok what's a free standing hanging basket??? 
The idea seems very nice... Maybe I'll use only 2x125W CFLs for the veg room, so it would be not really hard to do...
