If you read the actual proposal on section A 7 it is claimed that

medical marijuana dispensaries have been known to operate and advertise in the City of Sacramento, disguised as permitted retail or commercial establishments. There medical marijuana dispensaries are operating without obtained any City or discretionary or regulatory review, approvals, or Permits and the city has not adopted conditions or regulations governing such operations"

I want to know then what the fuck is this then
