Flat white or semi-gloss white for reflective material?

After reading the thread on Mylar vs. Panda, I got to wondering which was better, flat white paint or semi-gloss? I don't think any of the reflective sheeting materials make much of a difference over white paint, so I plan to use it, but need to know which is best in terms of reflectivity and maintenance.

Flat white is nearly impossible to clean, whereas semi-gloss or gloss would be easy to clean. Does semi-gloss/gloss reflect evenly enough when using something like a 250w?

Elastomeric Roof Paint I believe, reflects as well as (if not, better than) flat, but is extremely durable and easy to clean. Only downside is it's pretty expensive.

The only problem is that I will be using a no VOC paint. I would imagine roof paints aren't low/no VOC?

Flat white paint is way better than semigloss, about 10% more reflectivity.

If you can buy barite (baritine) or barium sulphate (BaSO4), adding 30% of it (by weigh) strongly enhances reflectivity (over mylar) by cheap.

I used my light meter to measure the difference between flat and semi gloss.
No difference.
Go semi gloss for ease of cleaning.

Anyone know the difference between flat/gloss white and Foylon? I picked up a roll several years ago and I just put some back up after forgetting about it. It seems to be much more reflective then the white paint and I thought I remember it being safer the mylar (I think the reason I bought it at the time)
