It wasn't in the actual rules, I said in the last poll thread that in focus pics are more likely to get chosen because they show more clear detail. Each pic is judged on it's merits though and the ones that are chosen are all worthy finalists (even some that haven't been chosen, some great pics have just missed the cut in the past)
