Cali is a long state with lots of latts, but at 38 degrees they're not flowering yet i'll bet. Im not in cali, but 38 is 38, be it in cali, spain or afghanistan. Ive got a buddy at 30 thats looking at a few, so if they live that far south in cali, they're seeing flowers prob.
SoCal LA area in full bloom!
Some of my sativas are taking a lil longer to start but they are headed there i can tell since the fan leaves are starting to shoot out smaller and smaller.

I'm at 37 in CA...
Blue mystics have been flowering about 3 weeks now
Satoris haven't even shown sex!
Williams wonder revegged... but I think back in flower now
