The initiative, to be published as a proposed rule in the Federal Register in coming days, reflects a congressional directive that DNA from arrestees be collected to help catch a range of domestic criminals. But it also requires, for the first time, the collection of DNA samples from people other than U.S. citizens and legal permanent residents who are detained by U.S. authorities.

Although fingerprints have long been collected for virtually every arrestee, privacy advocates say the new policy expands the DNA database, run by the FBI, beyond its initial aim of storing information on the perpetrators of violent crimes.

Critics: ‘We’re crossing a line’
They also worry that people could be detained erroneously and swept into the database without cause, and that DNA samples from those who are never convicted of a crime, because of acquittal or a withdrawal of charges, might nonetheless be permanently retained by the FBI.

"Innocent people don't belong in a so-called criminal database," said Tania Simoncelli, science adviser for the American Civil Liberties Union. "We're crossing a line."

She said that if the samples are kept, they could one day be analyzed for sensitive information such as diseases and ancestry.

Justice Department spokesman Erik Ablin said the collection of DNA samples "will provide an additional form of biometric identification from persons who would normally be fingerprinted." FBI rules preclude using DNA samples to determine a person's genetic traits, diseases or disorders.

Promoted as way to find violent offenders
The database expansion was authorized by Congress as an amendment to the Violence Against Women Act and was billed primarily as a way to track down serial rapists, murderers and other offenders. "We know for a fact that the proposed regulations will save the lives of many innocent people and will prevent devastating crimes," said Sen. Jon Kyl (R-Ariz.), a sponsor of the legislation. "These regulations are long overdue -- we should have done this 10 years ago."

The proposed rule applies to all federal agencies with the authority to arrest or detain, including the FBI, the Border Patrol and the Internal Revenue Service. Although details of the policy have not been announced, officials said they expect the bulk of the new DNA samples to be collected through cheek swabs.

U.S. officials said that when the measure is fully implemented, roughly 1.2 million people a year could be added to the national database. About 140,000 of those would be people arrested for federal crimes. Many of the rest would be foreigners detained for being in the United States illegally.

Immigration rights advocates note that most illegal immigrants are detained for administrative violations, not federal crimes. By adding their DNA to the database, "it casts them all as criminals," said Paromita Shah, associate director of the National Immigration Project of the National Lawyers Guild.

First they acquire traceable chips in the new ID cards (which every American should boycott!), then they start collecting DNA databases. Not only from their own citicens but from foreigners too! Next step after that is installing traceable micro chip under your skins. They'd probably claim that it's strictly from electronic cash payments and driver's license check and such, genarally approvable every day things. But that's just to cover up the real cause. They're slowly gaining absolute control over every individual and the ability to very easily remove a person's rights when they see fit. No-one is safe then. I'm so lucky not to be an american but I'm shaking with anger when I have to watch from outside when people are used like that. WHERE IS THE REVOLUTION?! It's way overdue. And it has more reason right now than ever before. Soon it will be too late! Act americans! Spread the word! Make it your personal quest to talk about it to anyone you meet.

Some people may start wondering if they will trawl back through old crimescene evidence to DNA test evidence, ......did you really pick up all your styrofoam cups ? ....will they find 500 of your and your dog's hairs in that sack of weed wotsisface got busted with and put 2 and 2 together ?

in 1980 us army took my DNA during basic training so in case i got blowed up in combat they could idenify me lol. every1 since 1980 in millatry has had DNA entered into the national data base !!! where i live you get aressted they take your DNA and search the national data base the feds way behind my state.
 
There is no 'national database'. Everyone who was in the military has their DNA, finger prints, and medical records stored in a database controlled by the Department of Defense.

The FBI/DEA/CIA has no legal access to those records. Nor would they even know where to find them.

The DOD keeps their historical records stored on bases across the nation, and they are notorious for losing millions of our records. Plenty of people get screwed back into the service that way (Keep your discharge papers, and have them notarized.)

they take your DNA here in australia .....if you break "a"/ "any" law they will take your DNA under force if you dont let them.

thou ive even known of a 15 or 16 yr old that grabbed a girls breast at school...the girls parents went to the police about to complain...they questioned him and used the excuse of a murder of a young girl in the area to take his DNA..

there now catching people for all sorts of crimes they did years ago that the police took DNA samples from a previous crime scene.

too bad cannabis is a crime.....make you start thinking what youve done (were youve left it) with your DNA over the years????? .HH. =]-~

In the country I live in, voices are being raised in support of a national - all inclusive - DNA database. No harm in that, we are assured, as it will only help the police catch the bad guys. :crazy:

with a sample of your DNA they can see what your pre dispositioned to do in life for the most part. i believe the millatry has opened the data base for the federal government to look at could be alot of unsolved crimes there

FYI - The military didn't begin storing DNA samples until 1992.

They do share lab facilities with law enforcement. However, unless you are a Military Medical Examiner with security clearances, you would have no access to those records.

No state or federal agency currently has the legal authority to subpoena classified military records.

The military can change this policy, but if they did, they would only be allowed to release the records of new recruits (those who joined up after the policy changed). They can't release your DNA/fingerprints post facto.

I've never had an issue with the Military collecting DNA of it's own soldiers. However, if they ever broke their promise to only use that data for accountability purposes, all bets are off...

You guys, saying this is an American thing is being blind to the reality of the crime. I'm not saying there is a conspiracy to build "a New World Order." Most people are too morose to understand what is going on. It is happening everywhere, here in The Netherlands as well.

Here they want to take fingerprints from kids 6 years and older, of 4 fingers and put them in a database.

Most people still are naive and say 'if you have nothing to hide...' The war on terror is a war on freedom.

I am much aware of this. And I feel the time is approaching really fast that we are entering a new phase. Already The Netherands is a social dictatorship. We are running fast to become a true totalitarian police controlled socialist dictatorship.

It is a cycle of revolutions. We are at that point in the cycle again where our rights and freedoms are taken away all in name of our own 'safetey' and 'think of the children'.

The time comes near when citizens are to arm themselves and storm the Bastille.

I used to be against the united states laws on arms. But in these times you are the lucky ones. But it remains to be seen if americans, despite their gun ownership can overcome apathy. And what it means to have a 9mm in your hand fighting a government Abrams tank I don't know.

People think that because they can drive a car, pluck groceries from a store and have a monthly paycheck coming in there is no such thing as oppression and the cycle of revolution and contra revolution.

funny thing when they cotton swabed the inside of my mouth i asked afterwards whats this for. in 1980 i was told DNA to go into a data base in case we go to war and i'm blowed up n all they find is few parts they could still idnify me :) 1980 not 1992

after passn the test for army and went in for physical i was handed a small cup told dont get it on the side and pee in this. so again 1980 when done i asked why they said drug test, i said to my self well guess i dont go to army. wrong they let me in got cought w/oz in basic training and wasnt kicked out lmao graduated with my cycle lol. then went to germany and smoked hash for the next 3 yrs lmao.

they always do things under the guise of 'safty' and 'security' then turn around and use it to brutalize regular people, like racism.

its funny, now every time someone is threataning someone there automaticly 'terrorists'.... as if threataning to beat some one in isnt enough for the law already. :badday:

I dont know if you guys have gotten a new passport recently, but they've added the RFID chips that the ID Card has in them as well.

I dunked mine in a bucket of water as soon as it arrived in teh mail.

Have since travelled with it out of the country multiple times, no problems.

Fuck the man
