You gather lots of money somehow... Doesn't have to be clean money... And you pay people in high places to turn their heads the other way. Then you cut some of the police force in and get some protection.
Choosing countries with corrupt governments usually works out pretty well too I'm sure...
In Mexico, when you are setting up any kind of business, it is the norm to factor in all the payoffs as normal expenses, you do the rounds to see the local police captain, local gang bosses etc. just as you do to setup the electricity and telephone utility accounts. In Mexico, paying off the police is a complex web of payments to folks who kick back up the ladder, they have three kinds of police - local, state and federal, then in some areas there are army commanders to think of too, the federal police are paramilitary and dress like a latino swat team.
So as long as you make sure you pay the right people the right amount and on time, and don't piss anyone off, you can get upto all kinds of naughty things in such countries, but of course, it is all too easy to end up in a hole in the jungle or desert. You have to always temember you are a gringo and life is cheap in such places, a gringo's life being no exception, the only value poor, oppressed people place on a gringo is the dollars they can extract from them, after that, their lives are meaningless, easy to see why when these people's own lives and ususally short, brutal and meaningless.
Marijuana was (and still is) one of the staples of Mexican life among the rural poor (and 99%) of rural folk are poor in Mexico). If you work long hours in the baking sun and barely manage to feed your family despite your labours, a little marijuana certainly helps keep you a little happier, another crime that the US has demonised the poor little weed that has helped so many Mexicans for so long.
