Fluoros for my ballast? ? Can I use a shorter bulb?

I have (2) Advance Transformer rapid start ballast.....RS-2S110-2-TP is the model. These come out of my garage about 1 year ago and have been in storage ever since. They had (2) F96T12-CW-HO-WM bulbs in them. I would like to run some 18" - 24" in my cabinet by using these ballast.

The question is.....can I run 18" - 24" bulbs with these ballast safely, or should I just buy some new? ?
