Hello,
Some day in the future I would like to be involved in the breeding of cannabis. I have been dismayed
by the apparent laws in Oregon that limit you to 10 (non-medical) or 50 (medical) seeds. This is unless you want to fill out prohibitive licensing applications.
So what states have the laxest laws for seeds? Preferably with no license as those tend to be prohibitive unless you are rich.
