Hey funkster, glad to be of some assistance:)
I would recommend switching your flourescent lights to grow lux tubes, as I have found the regular flourescent lights to burn to hot and not produce the right spectrum. If the weather is going to be better in your area in the next 2 weeks thats great, but as you have already realized the plants may indeed go into flower because of the light schedule and it getting dark so early. In my neck of the woods, I would still expect snow through april atleast, maybe even may with the way the weather patterns are now in my area of the world.
Flowering times, just like veg times are dependant on the time the plants are exposed to their given light source. I have stuck a Hindu Kush plant outside in march and by april it had flowered, and was the most wonderful male plant I had ever seen actually, the plant was kept inside from late december to the time I put them out. That was a really fun experiment actually.
White Widow is an excellent variety, and from my experience is a pretty hardy individual. Good luck man:)
peace
